Your telegram No.2 January 24.

There is no material change from situation reported

in my telegram No.142 of November 23rd Shanghai. 641-140

2. Frank answer to Parliamentary question is "Yes", but facts that Japanese naval and military authorities continue to impose minor vexation of quarantine restrictions and to refuse to reply regarding pilotage fees, render such access valueless to British shipping. ["R" ends]

3. [Grp. undec.] Japanese Consul-General whom I regard as sincere assures me that he has made strong inside progress with Japanese naval and military authorities; but I feel doubtful, at least of early result.

Repeated to Shanghai telegram No.7, Governor Hong Kong telegram No.8, Commander-in-Chief telegram No.2.
